No. Strata managers and building managers are different

Strata management spans various activities that include organising meetings, coordinating property maintenance with a strata building manager, maintaining financial records, and collecting levies among other key processes that support the Strata Committee in the execution of its responsibilities.

While strata managers are remote managers of the books and records, strata meetings, insurance and legal/regulatory requirements of a strata scheme, building managers provide oversight and coordination of the on-site services within the property including coordinating routine and reactive repairs and maintenance, attending to service requests form occupants, liaising with service providers to ensure the upkeep of the property. Building managers are typically onsite more often than strata managers. The strata Committee is responsible for appointment of a building manager however this is often delegated to the strata manager to manage the procurement.
